The Government of Ghana has announced a set of strategic reforms aimed at addressing critical challenges within State Enterprises (SEs) to boost efficiency and drive better performance. The initiative, unveiled by Minister for Public Enterprises Joseph Cudjoe during a press briefing in Accra, underscores the government’s commitment to transforming SEs into effective contributors to national development.
“These reforms are essential to ensuring our State Enterprises operate at their highest capacity,” said Minister Cudjoe. “We are introducing new strategies to address longstanding challenges while fostering a culture of accountability, efficiency, and innovation.”
At the heart of the reform is a new system of performance assessments. According to the Minister, the government will carry out comprehensive evaluations across SEs to pinpoint inefficiencies and establish specific performance targets. These assessments will be conducted in partnership with independent consultants, ensuring objectivity and providing a detailed understanding of each enterprise’s strengths and weaknesses.
“By conducting thorough and independent reviews, we can develop tailored improvement plans that target the unique needs of each SE,” the Minister explained.
The reforms also emphasize capacity building within SE leadership. The government will introduce specialized training programs for SE management teams, aimed at equipping them with the tools necessary to lead organizational changes and enhance operational effectiveness. Minister Cudjoe stressed that strong leadership is a cornerstone of the reform strategy.
In line with modernization efforts, the government is advocating for the integration of technology and data-driven decision-making within SE operations. This will include the deployment of digital tools to improve financial management and track performance, making SEs more responsive and agile in addressing challenges.
“Leveraging technology will allow us to streamline processes, enhance decision-making, and ultimately improve the efficiency of our State Enterprises,” the Minister noted.
A key pillar of the reform is the establishment of a robust accountability framework. Clear performance targets will be set for SEs, with systems put in place to hold management accountable for delivering results. This push for greater accountability is designed to restore public confidence in the ability of SEs to provide essential services effectively.
“We are creating a results-driven culture within our SEs, where performance is measured and accountability is paramount,” said Minister Cudjoe. “These changes will not only improve service delivery but will also help rebuild public trust.”
