DR. BAWUMIA IS A TRANSFORMATIONAL POLICY ENTREPRENEUR

Emphasizing the importance of STEM/TVET education, the full autonomization of sea ports, the establishment of agricultural mechanization centers in every district, the creation of a credit bureau, rental assistance for all, a flat tax rate, and the training of one million youth in IT skills are among the ambitious initiatives proposed by Dr. Bawumia.

This underscores his role as a transformative policy entrepreneur. As noted by scholar John Kindon (1984), policy entrepreneurs can be found both within and outside government, in elected or appointed roles, and are instrumental in fostering policy innovation by formulating new ideas, converting them into formal proposals or legislation, and facilitating their execution.

This definition aptly describes the current contributions, status, and future potential of His Excellency Dr. Bawumia. Policy entrepreneurs are proactive in advocating for innovative policy concepts and strive to effect substantial changes within the policy framework.

They are essential in identifying gaps in existing policies, proposing inventive solutions, and assuming associated risks, thereby facilitating policy reform. Consequently, it is reasonable to assert that Dr. Bawumia has been pivotal in the notable policy achievements of the current NPP administration, distinguishing it from its predecessors.

Since his emergence in the Ghanaian political arena, he has introduced numerous transformative policies that hold the promise of propelling the nation toward greatness.

The true brilliance of Dr. Bawumia became evident upon his inauguration as Vice President in January 2017, where he established himself as one of the most impactful Vice Presidents in Ghana’s history. He advocated for groundbreaking policies such as digitalization, the Ghana Card, mobile money interoperability, and the use of drones for medical and essential deliveries.

These initiatives have positioned Ghana as a leader in leveraging digitalization to enhance service delivery to citizens across Africa and beyond. Policy entrepreneurs are also adept at assembling the necessary resources and expertise by forming and organizing coalitions.
